Late-Night Traffic Chaos In Delhi Due To Heavy Rain. See Affected Areas

Severe waterlogging and heavy traffic jams were reported in Delhi today after persistent rainfall. A 'red' warning was issued by the India Meteorological Department (IMD) after the national capital recorded over 100 millimeters of rainfall within an hour.

Though no official statement has been made by the weather office, according to IMD, 100 millimeters of rainfall within an hour is defined as a "cloud burst."

The Pragati Maidan area recorded 112.5 mm of rain within an hour, causing widespread waterlogging in low-lying areas.

Heavy traffic has been reported across the national capital with some areas reporting severe congestion. Major disruptions have been reported from Kashmere Gate, Rajinder Nagar and the Qutub Minar area.

Due to water logging near the Qutub Minar metro station area, traffic has been majorly affected in both carriageways of Anuvrat Marg.

Major traffic jams have also been reported from Guru Ravi Das Marg on both carriageways due to the falling of a tree near Tank Road Chowk.

The Outer Ring Road, especially the stretch from Chirag Delhi to Nehru Place, has seen major traffic congestions due to waterlogging under the Savitri flyover, according to reports.

Mahatma Gandhi Marg has also been majorly impacted due to the waterlogging at Nigam Bodh Ghat, leading to traffic being rerouted from Chandgi Ram Akhara.

Near Delhi University's North Campus area, visuals from Kamla Nagar show waterlogged streets and vehicles partially submerged in water. Streets near Connaught Place are also suffering from severe waterlogging.

Delhi's Lieutenant Governor has "cautioned all officers to remain alert" and ensure minimum inconvenience to people amid the ongoing heavy rainfall.

Indian Influencer Under Fire For Mocking Chinese Locals: "Racist, Uncouth"

Jaspreet Kaur Dyora, a social media influencer from India, is facing criticism online for her disrespectful behaviour while travelling in China. A video posted by Ms Kaur shows her roaming the streets of China and mocking the locals by passing derogatory and rude comments in Hindi.

The video begins with Ms Kaur saying, “Jaise aap log corona de sakte ho world ko, toh kya mein aapko trauma de sakti hu? (Just like how you gave the world corona, can I give you trauma in exchange?)''

Ms Kaur's comments in the video include asking a food vendor about the type of animal they slaughtered, inquiring about the quality of a bridge because it's "made in China," and asking people if they're wearing knock-off brands. She asks them if they are from Sarojini Nagar, as they could be seen wearing a ''Gucci copy.''.

This video was shared in March, though it has gone viral now.

Here's the video:

The video has faced severe backlash, with netizens calling out her behaviour as ''offensive'' and ''racist''. Many expressed disappointment, stating that there's a thin line between being funny and being disrespectful and accused her of defaming India.

One user wrote, ''Why do some people want to act like this and bring shame to others? I don't understand.''

Another wrote, ''This makes me sad to see this type of content. There is a thin line between being funny and disrespectful. This might get you lots of engagement for sure, but it won't last long as a person. They are the sweetest people. Sorry from India.''

A third said, ''These words are harassment, and it is criminal offence, you will be charged if someone report to Indian police or Chinese police.'' A fourth stated, ''These type of influencers do more harm than good. Totally racist and uncouth way to treat random people for no reason and film them.''

A fifth added, ''This is not good. Disrespecting other human being in their own country. If someone from Europe does the same in India, how would we feel?''

Air Canada Flight Cancelled After Staff's Meltdown Over Blanket Request

An Air Canada flight from Morocco to Montreal was cancelled on Friday morning following an altercation between a passenger and a flight attendant. According to the New York Post, the argument occurred when a passenger requested a blanket due to excessive air conditioning, which enraged the flight attendant. She yelled at the passenger, called the police, and asked the passenger to disembark.

The flight attendant was heard shouting in French, ''You will behave or we will get off! I'll tell the captain right away. Yes or no?''

When a passenger asked the flight attendant to call the captain, she refused and said, ''I don't want any bullying against my crew.'' She then stormed up the aisle, turned around and shouted, ''Everyone behaves! Be quiet … or you're getting off.''

In support of the passenger, other passengers onboard also left the flight, leading to the cancellation. Flight radar data shows that flight AC73 was taxiing to the runway before returning to the terminal.

Here's the video:

Air Canada confirmed that the flight was cancelled, with a different crew brought in to take the passengers to their destination on Sunday. The airline stated that they are taking the incident seriously and will take appropriate action. They also apologised to their customers and offered compensation for the inconvenience.

A representative for Air Canada added, ''We take this issue extremely seriously. It is being reviewed, and we will take the right action. We apologize to our customers and deeply regret that their experience today fell far short of what they have come to expect when flying with Air Canada.''

PM, Biren Singh's First Face-To-Face On Manipur Violence: Sources

Manipur Chief Minister N Biren Singh had a one-on-one meeting with Prime Minister Narendra Modi during his ongoing visit to Delhi. Mr Singh and PM Modi had discussed the situation in the state that was hit massive ethnic violence last year, sources told NDTV amid much speculation over the meeting.

The Chief Minister is in Delhi for a special conclave of Chief Ministers from BJP-ruled states. But the 25-minute closed door session was specially scheduled to ensure that the state sticks to the Centre's peace plan for the state, sources said.

Union ministers Amit Shah and Rajnath Singh were also present for the meeting, but no officials from the Centre or the state attended it, sources said, underscoring its exclusivity.

The meeting comes amid massive Opposition pressure on the BJP over the Prime Minister's alleged silence on Manipur. Slogans of Manipur had rent Lok Sabha as the Opposition interrupted PM Modi's speech on the Motion of Thanks following President Droupadi Murmu's joint address for over two hours.

The BJP, though, has been especially focussed on Manipur after the two Lok Sabha seats in the northeastern state went to the Congress in the recent general election.

The meeting also comes on a day that Manipur governor Anusiya Uikey was removed and new Assam governor Lakshman Prasad Acharya was given additional charge of Manipur.

Over the last year, the clashes between the valley-dominant Meitei community and nearly two dozen tribes known as Kukis -- a term given by the British in colonial times -- who are dominant in some hill areas of Manipur, has killed over 220 people and internally displaced nearly 50,000.

The general category Meiteis want to be included under the Scheduled Tribes category, while the nearly two dozen tribes that share ethnic ties with people in neighbouring Myanmar's Chin State and Mizoram, want a separate administrative carved out of Manipur, citing discrimination and unequal share of resources and power with the Meiteis.

National Security Advisor Ajit Doval meanwhile has gone to Myanmar, where ethnic pro-democracy rebels are fighting the junta. 40,000 Myanmar refugees living in Mizoram, and a few thousands in Manipur.

"Disgusting": JD Vance Slams Jennifer Aniston's Remarks On His Daughter

Republican vice-presidential candidate JD Vance has hit back at Jennifer Aniston after the actress dragged his two-year-old daughter into their ongoing feud.

The spat has its roots in JD Vance's 2021 comments about "childless cat ladies" running the country, singling out Kamala Harris and others. Jennifer Aniston, who has spoken publicly about her own infertility struggles, shared a screenshot of the clip on Instagram and slammed Vance's remarks. In her post, the Friends star mentioned Vance's daughter, saying she hopes the child will be able to have children of her own one day and won't need to rely on IVF.

JD Vance responded to Aniston's comments on the Megyn Kelly Show, calling them "disgusting" and stating that his daughter is just "2 years old". "And second of all, if she had fertility problems, as I said in that speech, I would try everything I could to try to help her because I believe families and babies are a good thing," the Ohio Senator said.

Vance explained on the Megyn Kelly show that his "childless cat lady" remark was sarcastic and he had "nothing against cats." "People are focusing so much on the sarcasm and not on the substance of what I actually said," he said.

He also pushed back against the criticism, arguing that it was a diversion from the core of his argument. "It's not a criticism of people who don't have children," Vance explained. "I explicitly said in my remarks that this is not about criticising people who, for various reasons, don't have kids. This is about criticising the Democratic Party for becoming anti-family and anti-child."

In a 2021 interview with Tucker Carlson, JD Vance criticised Democratic Party leaders, suggesting that their childlessness influences their policies and attitudes toward the country. Vance had described figures like Kamala Harris, Pete Buttigieg and Alexandria Ocasio-Cortez as "miserable" and lacking a "direct stake" in the country's future due to their lack of children. He also said, "It's just a basic fact - you look at Kamala Harris, Pete Buttigieg, AOC - the entire future of the Democrats is controlled by people without children."

SL Spinner Bowls With Both Hands Against India - Here's What Rules Say

Sri Lanka spinner Kamindu Mendis left experts and fans alike after he bowled with both his hands during the first T20I encounter against India on Saturday. The ambidextrous cricketer bowled with his left arm against Suryakumar Yadav but when facing Rishabh Pant, he switched hands and bowled with his right arm. While people were quite impressed by the cricketer's talent, some were left wondering where the rule book stands when it comes to a bowler using both his hands to bowl during the same over. Here's a look at what the rules say -

21.1.1 The umpire shall ascertain whether the bowler intends to bowl right handed or left handed, over or round the wicket, and shall so inform the striker.

It is unfair if the bowler fails to notify the umpire of a change in his/her mode of delivery.  In this case the umpire shall call and signal No ball.

Coming to the match, Suryakumar Yadav was swift and brutal in equal measure on his first day in office as the Indian top-order plundered Sri Lankan bowling to post a commanding 213 for 7.

In his first match as permanent skipper of India's T20 team, Surya made a firm statement with a sparkling 58 off 26 balls, maintaining his aggressive approach that made him world's premier batter.

While Surya was at his dominant best while hitting eight fours and two sixes en route his 20th half-century, the foundation for a big score was laid by young stars Yashasvi Jaiswal (41 off 20 balls) and Shubman Gill (34 off 15 balls) in a 74-run opening stand in the powerplay.

Rishabh Pant (49 off 33 balls) struggled initially but did well to end just one short of half-century with some audacious shots both in-front and behind the square.

Centre Criticises Kerala For Appointing Official For "External Cooperation"

State governments should not intrude into matters beyond their constitutional jurisdiction, the Ministry of External Affairs (MEA) said on Thursday criticising the Kerala government for appointing a secretary for "external cooperation".

Citing provisions in the Constitution, MEA spokesperson Randhir Jaiswal said that matters relating to foreign affairs are the "sole prerogative" of the central government.

On July 15, the Kerala government issued an order giving K Vasuki, secretary in the labour and skills department, the additional charge of "the matters connected with external cooperation".

"The Constitution of India under the seventh schedule, list 1 (or the) Union list, item 10, clearly specifies that foreign affairs and all matters which bring the Union into relation with any foreign country, are the sole prerogative of the Union Government," Jaiswal said.

"It is not a concurrent subject and definitely not a state subject. Our position is that state governments should not intrude into matters that are beyond their constitutional jurisdiction," he said.

On Monday, BJP parliamentarian P P Chaudhary raised the issue in Lok Sabha and described the Kerala government's action as "unconstitutional" and an "encroachment" on the responsibilities of the Centre.

"Is the Kerala government treating itself as a separate nation," he asked.

The BJP lawmaker said external cooperation meant dealing with various nations, Indian embassies and missions abroad, functions that formed part of the Union List as per the allocation of business rules.

"As per the allocation of business rules, these functions can only be performed by the Government of India through the Ministry of External Affairs," the MP from Pali in Rajasthan said.

"So, the action on the part of Kerala government by issuing such an order and appointing an IAS officer as foreign secretary is unconstitutional, and it is an encroachment on the union list," he said.

Not For Pension Scheme That Helps Some, Is Disastrous For Rest: Top Official

This year's Union Budget, which has been at the receiving end of the opposition's ire because of the alleged preferential treatment given to certain states - especially Andhra Pradesh and Bihar - is not discriminatory and a set formula is in place for the devolution of taxes, Finance Secretary TV Somanathan has said.

Speaking exclusively to NDTV on Thursday, Mr Somanathan also said that the Agnipath scheme is just a variation of short service commissions, which have existed forever, and is financially prudent. As announced in the Budget, the new pension scheme will be tweaked to address the key issues raised by beneficiaries, he added.

Asked about the opposition's allegations of discrimination, the senior bureaucrat said he does not want to go into the political aspects of the matter but on the purely financial front, it was a question of following laid-down formulas. Disagreements, he said, could arise in central schemes.

"When it comes to the finance ministry's transfers, what are the things that we handle? We handle devolution, which is the share of taxes, and we have the finance commission grants -  both of these are determined by the finance commission, and we don't deviate. The other new scheme that we operate is special assistance to states for capital investment, which is also largely formulaic. Some part of it is untied. Some part of it is tied to specific reform outcomes, and we have actually disbursed money to almost all the states under that scheme, and I have not heard any complaints on that," Mr Somanathan said.

"I think there has been no discrimination, definitely not in the allocations by the finance ministry. And I don't think even in the case of other ministries. Problems or issues may arise when something is a programme of the central government, where the Centre has the prerogative to decide where and how it is used. So that is a matter where the elected executive at the Centre decides in its domain and the elected executive of the state can ask the Centre what it wants. But final decisions remain with the Centre, and that is a realm where officers like me have very little to say," he added.

The finance secretary insisted that, putting politics aside, the coordination between the Centre and all states at the administrative level is very smooth.

"I continue to be in regular touch with the finance secretaries of the state and the chief secretaries. Our dialogue continues to be very professional. So, this country is very resilient. We have some very good federal systems. And the all-India services are an example of a federal system where the same set of officers work both in the states and at the Centre. So, somebody who was my colleague till yesterday in this ministry is now the finance secretary of Andhra Pradesh. We have mechanisms for dealing with these problems which are outside the realm of politics," he said.

Agnipath Scheme

The Agnipath scheme has been a contentious issue between the Centre and the opposition and it is also believed to have cost the BJP Lok Sabha seats in some states, especially those from where a large number of youth enrol in the armed forces.

When Mr Somanathan was asked about speculation that changes are likely in the scheme, which would benefit those who join the Army, Navy or Air Force as Agniveers, he said he is not aware of any such plans.

"I am not an expert on Agnipath. You will have to ask the defence secretary, but I am not aware of any changes in the Agniveer system. I think it's a good system. I think a lot of armies across the world have moved to short service commissions. The word Agniveer is new, but short service commissions have existed for ages, not only in India but elsewhere as well. Short service commissions are a useful way of ensuring that you have a youthful infantry. This is especially important given the kind of borders that India has, where there is very difficult terrain," the finance secretary said.

"I think there are a number of merits in the scheme. It is also financially very prudent because the armed forces are still on the old pension scheme, which is a very expensive scheme," he pointed out.

Pension Tweaks?

Mr Somanathan, who is heading a committee discussing possible changes in the new pension scheme, said an announcement has been made in the Budget by Finance Minister Nirmala Sitharaman and details are being worked out. He said that the government is committed to ensuring that the key areas of concern are addressed but emphasised that it does not want a system which is beneficial for one class of people, but "disastrous" for the rest.

"We have had four rounds of consultations with our staff associations through the National Council of Joint Consultative Machinery. We have understood what the core concerns are. One thing that I can say as the head of the committee - I can't speak for the government on this - is that a return to the old pension system is completely not feasible financially... It will be a disaster for those citizens of India who are not government servants. It may be desirable for one class of people, but it will be a disaster for the rest, so that is not feasible," Mr Somanathan said.

"But we have understood through these discussions what the core concerns of employees are. They would like an assurance of the amount of pension they would get and not be dependent on market fluctuations. Second, they would like some form of inflation protection for that pension. And the third, for those whose service falls short of the required guaranteed level, could there be a minimum pension for them? I think we will be able to find a way to address these concerns to a satisfactory level. And that is the effort that we are working towards," he added, stressing that the steps would be taken keeping fiscal prudence in mind.

Industry On Board With Internship?

Some aspects of the internship programme announced by the government in the Budget as part of its employment generation push have also been criticised and sources clarified on Wednesday that the top 500 companies would not be forced to participate. The finance secretary told NDTV that the government had consulted industry on the broad contours, but admitted that the specific scheme that was announced had not been discussed.

"It is completely voluntary. We had consulted trade and industry on the broad issues of skilling and they have generally been very forthcoming in terms of saying that this is something they would like to partner on. They have not necessarily been consulted on the specific parameters of the scheme that's been outlined in the budget, no. But it is not contrary to what they are capable of doing," he said.

"The scheme centres around the use of corporate social responsibility (CSR) funds in a focused manner for skilling. We are focusing on those companies which are part of the CSR requirement under the Companies Act. There are about 20,000 companies, very roughly, who spend approximately 26,000 crores on CSR. 500 companies would (account for) nearly two-thirds of that total. So this is a manageable universe which is easy to monitor and work with," the finance secretary added.

Stating that the government will pay 90% of the stipend and the relocation and incidental costs, he said the volunteering companies would skill the person in a trade that they are engaged in. They could also use companies in their supply chain for this.

"Whatever expense they incur will be from their CSR funds. So it doesn't affect their bottom line in any respect. They do a number of other CSR activities, but those are usually in the domain that the government can also do - the government can also set up schools and build toilets. But the government cannot do industrial skilling. So this is a unique advantage which the private sector has," he said, stressing that the selection process for such interns would be fair and transparent.

Thrust On Foreign Direct Investment

Making it clear that the government is welcoming Foreign Direct Investment (FDI) in "every way, shape and form", the finance secretary pointed to the focus on plug-and-play infrastructure being set up in various places to ease the regulatory compliance burden on companies.

"We mentioned a number of things in the speech on plug-and-play infrastructure... 100 such places being chosen... 10 nodes on the industrial corridors. So these are all going to make it easier for FDI to come and set up in India without having to go through the entire process of getting regulatory approvals for each step. So a pre-approved package of land, labour, infrastructure, pollution clearance, electricity, roads, water - everything that you need to set up. an industry - should be ready when you come in, and this is the aim we are working on," he said.

"Firing Should Scare Salman Khan": Lawrence Bishnoi's Brother Told Shooter

Fire shots in such a manner that it scares Bollywood superstar Salman Khan -- this was the blunt, one-line message given by jailed gangster Lawrence Bishnoi's younger brother Anmol to one of the gunmen involved in the shooting outside the actor's Mumbai home, police said in a chargesheet filed in the case.

The Mumbai police's crime branch, probing the sensational firing case, earlier this month filed a 1,735-page chargesheet before the special Maharashtra Control of Organised Crime Act (MCOCA) court.

Conspiracy of firing at the actor's house was hatched with the intention of establishing a stronghold and supremacy in the country's financial capital with the aim of getting pecuniary and other advantages for the Bishnoi gang, according to the chargesheet.

The chargesheet included various investigation papers incorporated in three volumes. One such document is the transcript of an audio chat between Anmol Bishnoi and arrested shooter Vickykumar Gupta.

In one of the conversations, Anmol Bishnoi is heard instructing Gupta to carry out the firing thoughtfully and everywhere, even if it takes more than a minute and should be done in such a manner that it scares 'Bhai' (Salman Khan), the chargesheet said.

Further, he asks Gupta if he smokes. When the latter replies in the affirmative, Anmol Bishnoi tells him to smoke while firing so that he comes across as a fearless individual in CCTV cameras installed in the area, according to the voluminous police document.

"You will create history by doing this job and your name will be there in all newspapers and other media," it said, citing their conversation.

Two motorbike-borne individuals, Gupta and Sagar Pal, had fired multiple shots outside Mr Khan's home in Galaxy Apartment in Bandra on the morning of April 14.

The two, along with three others -- Sonukumar Bishnoi, Mohammad Rafiq Choudhary and Harpal Singh -- are currently in judicial custody in connection with the case.

Lawrence Bishnoi, Anmol and one Rawtaran Bishnoi have been shown as wanted accused in the chargesheet.

Body Camera Footage Shows US Police Shooting Dead Unarmed Black Woman

New body camera footage released by the Illinois State Police shows officers shooting dead an unarmed Black woman in her home after she called for help over a possible intruder.

In the United States, where police shootings of minorities have become painfully common and polarizing events, the killing has attracted national attention, with President Joe Biden saying Sonya Massey "should be alive today."

So far one of the police officers involved in this case has been charged with murder.

Massey, 36, called 911 to report a possible intruder at her home, with police arriving after midnight July 6, according to the Sangamon County Sheriff's Office.

In video footage released Monday, Massey is seen talking to two officers in her home, while they ask for ID and she searches through paperwork.

The sheriff's deputies then ask her to check on a pot of boiling water on her stove, saying "we don't need a fire while we're here."

When one of the deputies steps back, Massey asks why, and he responds with a laugh: "away from your hot steaming water."

Holding the pot, Massey calmly responds "Oh, I rebuke you in the name of Jesus" -- prompting a deputy to respond "You better fucking not. I swear to God I'll fucking shoot you at your fucking face," drawing his weapon.

Apologizing, Massey crouches behind a counter as officers scream "drop the fucking pot." They then round the corner of the counter and open fire.

Afterward, one of the officers said they were afraid of "taking fucking boiling water to the fucking head."

Officer Sean Grayson, who is white, has been charged with murder.

Biden on Monday called Massey "a beloved mother, friend, daughter, and young Black woman."

"When we call for help, all of us as Americans -- regardless of who we are or where we live -- should be able to do so without fearing for our lives," he said in a statement.

High-profile civil rights attorney Ben Crump, representing the family of Massey, called it "one of the worst videos of a police shooting ever."

Police shootings and brutality -- especially instances of white on Black violence in a country with a long history of discrimination -- often attract outrage and protests in the United States, as well as defenses and pushback from ardent police supporters.

America's decentralized policing system, where individual towns and counties are responsible for their own policing, means there are no national training requirements and this makes reform extremely difficult.

Adding to complications, the United States is home to more guns than people, meaning police often train for violent encounters with the general public.
